Protecting Vulnerable Communities in the Age of AI: A fully funded Capacity Building Workshop for Civil Society Organisations in Nigeria

Summary

As AI tools become increasingly integrated into advocacy, humanitarian response, community engagement, media work, and public communication, many organisations face new challenges related to privacy, misinformation, surveillance, data protection, digital safety, and ethical technology use. Without adequate knowledge and safeguards, vulnerable communities may be exposed to significant risks.

Hence the reason for organising this one-day workshop: to train community-focused organisations such as NGOs, CSOs, youth-led organisations, including groups supporting people with special needs, on the responsible and ethical use of AI, the privacy and security risks that may arise, and how they can protect themselves and their data.

The workshop was highly practical. We introduced participants to AI technology, how it works, the science behind this technology, and the various concepts of AI. Participants were also taught about their own responsibilities when using digital devices and AI systems.

The full-day workshop was delivered in a hybrid format, as some speakers joined online while others attended in person. Participants were split in groups to carry our various activities, which helps them brainstorm.

We taught participants about Digital Surveillance and Cyber Hygiene, including how they can protect their devices, communications, and sensitive sources from being tracked or compromised in the field. The workshop also covered Cyber Forensics and Data Integrity. Participants learnt the science of verifying files and ensuring data integrity.

Another important aspect of the training was how participants could utilise AI ethically and responsibly to improve their grant writing and research skills, achieve better results, and reduce burnout. They were also taught how to prevent AI systems such as ChatGPT from using their data to train AI models.


Highlights

Many of the organisations that attended the training work directly with vulnerable communities across the Niger Delta. While they had heard about artificial intelligence, cybersecurity threats, online scams, and deepfakes, many felt unsure about how these technologies could affect their work or how to protect themselves and the people they serve.

Throughout the training, that began to change.

Participants learned how to identify fake images and manipulated content, recognise suspicious links, secure sensitive information, and use AI tools to support their daily work. For many, it was the first time they had practical, hands-on experience with these technologies. What stood out most was not just their willingness to learn, but their determination to immediately apply the knowledge within their organisations.

A major highlight of the workshop was the discussion around organisational AI governance. During the training, we discovered that most of the participating organisations did not have an AI policy or framework to guide the safe and responsible use of AI tools within their operations. To address this gap, JournoTECH introduced participants to sections of its civic technology framework and the TIPSS Guide, which provides practical considerations for organisations seeking to establish technology functions or develop responsible AI policies.

The session encouraged participants to think critically about issues such as transparency, information security, privacy, staff capacity, and safeguarding when adopting AI technologies. Several participants expressed interest in using the framework as a starting point for developing AI policies and governance processes within their own organisations.

By the end of the programme, participants were already discussing how to introduce responsible AI practices into their day-to-day work. They saw technology not as something to fear, but as something they could understand, manage, and use to strengthen their missions.


Impact

The training equipped civil society organisations with practical knowledge and tools to use AI responsibly while protecting themselves and the communities they serve from emerging digital risks.

Key Impacts Achieved

Organisational and Operational Impact

Participants gained practical skills that can help improve effi ciency in their daily work. Through hands-on sessions on prompt writing and the effective use of free AI tools, organisations learned how to support activities such as proposal writing, grant applications, data analysis, research, and content development without the need for expensive software subscriptions. This is particularly valuable for organisations operating with limited resources.

Social Impact and Digital Inclusion

The training also contributed to greater digital inclusion by supporting organisations working with women, persons with disabilities, and other underrepresented groups. Participants developed a better understanding of online risks, including deepfakes, misinformation, phishing attempts, and malicious links. As a result, they are now better equipped to protect themselves, their organisations, and their communities from digital manipulation and cyber threats.

Future Potential and Long-Term Benefits

Policy and Advocacy Impact

By introducing concepts such as responsible AI, digital sovereignty, and ethical technology governance, the project has created opportunities for participating organisations to engage more actively in discussions around digital rights, AI regulation, and responsible technology policies in Nigeria. Many of these organisations have told us that they are now considering engaging in AI governance issues locally.

Community and Grassroots Impact

One of the most encouraging outcomes was the strong interest among participants in sharing the knowledge within their own communities. Several organisations expressed plans to organise follow-up sessions for their staff, volunteers, and beneficiaries. Over time, this ripple effect could help more communities safely adopt AI tools for purposes such as environmental monitoring, human rights documentation, research, advocacy, and community development.


Lessons learned

1. Strong Interest in AI Requires More Time for Learning

One of the most important lessons from the training was that participants wanted to explore the topics in much greater depth than the schedule allowed. There was significant interest in areas such as AI applications, machine learning, cybersecurity, misinformation, and digital safety. While the one-day format provided a strong introduction, many participants felt that additional time would have allowed for more practical exercises, discussion, and hands-on learning. Future programmes would benefit from being delivered over two or three days.

2. Participant Wellbeing Directly Affects Learning Outcomes

The experience highlighted the importance of participant welfare in achieving effective learning outcomes. Due to the limited budget, we were only able to arrange lunch for them. However, there was a delay by the hotel management to serve the lunch on time, and this affected participant comfort and concentration levels. Future events, we will include regular breaks with more snacks(based on available budget) and ensure refreshments are available on time to support engagement and knowledge retention throughout the training.

3. The Value of the Knowledge-Sharing Ripple Effect

A particularly positive lesson was the strong desire among participating organisations to transfer the knowledge gained to their wider communities. Many NGOs immediately explored ways to replicate the training within their own networks. Future programmes should build on this enthusiasm by providing participants with training materials, toolkits, templates, and guidance that can support community-level knowledge sharing and help extend the impact of the project beyond the initial workshop.

All participants were interested in joining JournoTECH community and were looking forward to collaborate with us to do similar training to their community.


Outcomes & outputs

1. Specialized Training Modules & Curriculum Delivery

The event successfully delivered an intensive, multi-disciplinary curriculum designed to bridge the gap between emerging technology and civic safety. The technical sessions were structured into four core outputs:

  • AI Governance Frameworks & Digital Responsibility: A comprehensive briefing on the socio-technical challenges of AI within the civic space, focusing on data accountability and algorithmic risks.

  • Digital Surveillance & Cyber Hygiene Toolkit: Practical training focused on fi eld safety, detailing methods for NGOs to secure mobile devices, encrypt communications, and shield sensitive community sources from unauthorized tracking.

  • Cyber Forensics & Data Integrity Guide: A technical session teaching the science of metadata verification, identifying file tampering, and protecting research data from external manipulation.

  • Applied AI for Institutional Capacity: Strategic instruction on utilizing generative AI models responsibly to streamline grant writing, project research, and impactful storytelling.


2. Draft Organizational AI Policies

Using the proprietary JournoTECH TIPSS Framework, attending organizations actively drafted the foundational blueprints for their own institutional AI ethics and governance policies, establishing internal guardrails for data minimization and deployment safety.

3. Multimedia Impact Assets (Video Testimonials)

A key tangible output of the event includes a library of recorded video interview testimonies from participants. These audiovisual assets capture real-time user feedback, immediate technical takeaways, and the articulated value of the training to regional civil society. These will serve as public-facing impact indicators on the project page.


Project Outcomes

1. Enhanced Technical Resilience & Behavioral Shifts in Cybersecurity

The primary short-term outcome is a measurable shift from digital vulnerability to proactive defense among the civil society actors. Rather than reacting with panic to digital threats, participants demonstrated the capacity to implement immediate security protocols. This includes a heightened capability to detect deepfakes, isolate targeted systems, implement multi-factor authentication (MFA), and utilize end-to-end encryption for sensitive data transfers.

2. Increased Institutional Efficiency and Economic Optimization

By learning how to effectively co-create with AI through advanced prompt engineering and batch-processing, attendees gained the skills to optimize resource-constrained operations. The direct outcome is an increased capacity to draft high-quality grant proposals and research briefs in a fraction of the traditional time, lowering administrative overhead and boosting fundraising potential.

3. Long-Term Grassroots Scaling (The "Step-Down" Effect)

A significant mid-term outcome is the commitment from multiple attending organizations to "step down" the training. By translating the insights gained from the JournoTECH curriculum into localized toolkits, these organizations are actively planning secondary workshops for their own community benefi ciaries. This exponentially multiplies the project’s reach, transferring critical digital literacy to grassroots populations.

4. Movement Toward Regional Digital Sovereignty

The event catalyzed a vital conceptual shift. Attending civic leaders moved away from viewing AI as a neutral, third-party tool toward treating digital sovereignty as a strategic priority. Organizations left equipped to champion safe, "human-in-the-loop" AI architectures that prioritize ethical, mission-driven community outcomes over external commercial exploitation.
